To allow for the eventual disposal of scrubber sludge and additional ash, an existing Type III Fly Ash Landfill at a station in the state of Indiana is being upgraded to a Type II landfill. To upgrade and re-permit the site, a complete set of permit application documents was required by the Indiana Department of Environmental Protection (IDEM).
For this project, AGES was contracted by the client to prepare a Hydrogeologic Study Report (similar to a PADEP Form 7R) and a Groundwater Monitoring Plan for the site. To meet upgrade requirements for a Type II landfill, IDEM required that the groundwater monitoring program be expanded to include additional parameters and additional monitoring wells. IDEM also required that the groundwater statistical program be modified to evaluate conditions associated with the current Type III landfill and the upgraded Type II landfill.
To ensure that the unique permit requirements were met, AGES met with IDEM staff at the site to discuss their concerns and requirements. Based on these discussions, AGES developed a dual-phase statistical approach using qualitative methods, tolerance intervals, and more robust statistical methods to evaluate the site. AGES also worked with IDEM on the design and placement of additional monitoring wells.
