Phase I Environmental Site Assessments (ESAs) are typically performed prior to the
acquisition of commercial or industrial properties to determine potential environmental concerns associated with the property at the time of purchase. Phase I ESAs can be conducted by the seller, buyer or required by the lender, as conditions warrant. A Phase I ESA involves a review of available environmental records (federal, state and local) and a site visit by trained personnel to document site conditions. Past ownership of the property will be evaluated to identify past usages of the site that could be of environmental concern.
AGES staff are also current with U.S. EPA’s recent regulations regarding environmental due diligence: Proposed All Appropriate Inquiry Rule (69 Fed. Reg. 52542). Under this new regulation, requirements for due diligence associated with property transfer increase significantly and qualifications of staff conducting the assessments are defined.
AGES staff members have conducted numerous Phase I and II ESAs at sites, including existing pipelines that span hundreds of miles, department stores, large manufacturing facilities, apartment buildings, fuel oil pumping stations and many other sites. Our Phase I ESAs comply fully with standards established by ASTM in the "Standard Practices for Environmental Site Assessments Process designated E1527-00."
Sampling of environmental media is not included in the scope of a standard Phase I ESA. Environmental conditions including existing releases, past releases, or the threat of a release (of hazardous or petroleum substances) onto the property will be discussed with the client and documented in a Phase I ESA Report.
