Phase I ESA – Allegheny County, Pennsylvania

Background:

To support a property refinancing through PNC Bank, a confidential client contracted with Applied Geology and Environmental Science, (AGES), Inc., to conduct a Phase I Environmental Site Assessment (ESA) at a property located outside Pittsburgh, Pennsylvania. The Phase I ESA was completed based on new guidelines presented in the Final All Appropriate Inquires (AAI) regulation.

Project Work:

To allow for refinancing to proceed, AGES performed a Phase I of approximately 4.77 acres, located in Allegheny County, Pennsylvania. Since 1975, the subject property has been used to store wood, and plastic, vinyl and recycled building materials. The scope of the project included:

•   Conducting a site visit; Phase I ESA – Allegheny County, Pennsylvania

•   Interviews with the property owner and local authorities;

•   Review of topographic and aerial photos, EDR database results, and local newspapers;

•   Environmental lien search; and

•   Investigating history of site ownership.

Based on preliminary information gathered, AGES noted two (2) recognized environmental conditions (RECs). No environmental concerns were noted at the facility and no further site investigation was recommended.

Special Features:

By completing the Phase I under the new AAI regulations, and in accordance with PNC Bank’s requests, property refinancing was able to be completed in a timely manner. New AAI regulations required AGES to complete additional interviews, review local records and complete a more thorough lien and title search to identify any data gaps.
